Job Description:
As the HR Manager for Connect Transit you will oversee personnel, employee recruitment, development and refining of HR procedures, and day to day operations of the Human Resources Department.
Wages:
- $65,000 - $85,000, dependent on qualifications

Responsibilities and Duties:
- Maintains, supports, and promotes a safe work environment while complying with Connect Transit’s safety rules, policies, and procedures
- Handle confidential matters with discretion
- Supervises the HR/Payroll Administrator position
- Develop and administer company-wide HR policies, procedures, and practices in accordance with stated company objectives, and federal and state legal requirements
- Ensure compliance with national and local HR regulations, including reporting requirements and conducting investigations when needed
- Work with other Managers or Directors to anticipate and meet staffing needs for non-union and union personnel
- Work with Management to coordinate recruiting and retention strategies addressing such issues as succession planning, workforce development, employee retention, and workflow efficiency
- Oversee all aspects of the recruiting and hiring of top-quality candidates
- Conduct New Employee Orientations
- Respond to grievances and other complaints regarding selection and other criteria used to make hiring decisions
- Coordinate exit interview process and communicate findings to Management
- Coordinate training programs, personal and career development, the performance appraisal process, and compensation systems
- Develop and implement compensation strategies and structures that align with operational goals
- Develop and revise job class specifications to ensure accurate and current information on job content
- Maintain and enhance employee benefits program, ensuring provisions for cost-effective benefits plans
- Conduct audits of various employee benefits to ensure accuracy
- Administers COBRA, FMLA, ADA, STD, Union LOA and LTD
- Consult with legal counsel as appropriate or as directed by the GM on personnel matters
- Act as Connect Transit EEO Officer
- Complete required yearly trainings (Diversity/Inclusion in the Workplace, Equal Opportunity, etc.)
- Other duties as assigned
Job Requirements:
- Valid Illinois Driver’s License
- Minimum of two years’ experience in Human Resources management
- Bachelor’s degree in Human Resources, Organizational Behavior, Business Administration, or related field is required. A combination of education, certifications and director work experience may be considered in place of r a four year degree.
- Acceptable driving record (No serious traffic or license violations within the last five years)
- Pass background check
- Pass Department of Transportation Physical and pre-employment drug test, and willingness to comply with federal drug and alcohol testing requirements
- Ability to acquire a Professional Human Resources Certification or similar designation.
- Ability to work independently, yet take verbal and written direction
- Ability to work when needed, including nights, weekends, and early mornings
- Ability to apply theories, principles and practices of Human Resources management, including employment, organizational planning, employee relations, and training and development
- Ability to utilize research and report preparation methods
- Ability to understand and apply Equal Employment Opportunity rules and regulations
- Ability to understand and apply laws governing Workers Compensation and Family Medical Leave Act
- Ability to understand and apply theories, principles, and practices of organized labor relations
- Ability to perform well and be unfailingly diplomatic in a high pressure and complex environment

- Ability to listen effectively and respond appropriately
- Ability to interact professionally with various levels of Connect Transit employees and outside representatives
- Ability to prepare comprehensive reports and correspondence
